Addressing the double burden of the COVID-19 and noncommunicable disease pandemics: a new global governance challenge

Purpose As the coronavirus disease 2019 (COVID-19) continues to spread across countries, it is becoming increasingly clear that presence of pre-existing noncommunicable diseases (NCDs) dramatically increases risk aggravation in persons who contract virus. The neglect managing NCDs during emergencies may result fatal consequences for individuals living with comorbidities. This paper aims highlight need a paradigm shift governance public health simultaneously address NCD and (CD) pandemics while taking into account needs high-risk populations, underlying etiological factors, social, economic, environmental determinants are relevant both CDs NCDs. Design/methodology/approach reviews available global frameworks pandemic preparedness challenges addressing dual agenda emergency. It proposes key strategies strengthen multilevel support countries better prepare through engagement wide range stakeholders sectors. Findings Addressing CD requires (1) new framework unites narratives overcomes service system fragmentations; (2) multisectoral multistakeholder mechanism empowered resourced include sectors (3) prioritized research understand political economy pandemics, role played by different systems actors implementation challenges, identify combined converging agendas Research limitations/implications article based on review published evidence.
